Mid-South Community Climate Action Plan

The Mid-South Community Climate Action Plan (CCAP) is a collection of targets and recommendations that will foster a healthier, safer, more equitable

Mid-South region now and for future generations. The plan aspires to achieve a 42% reduction in 2019 GHG emissions by 2030, and net-zero emissions by 2050.

Cleaner air, protection from rising costs, more jobs, cooler neighborhoods: these are not secondary benefits of climate action.
They are primary reasons to act.

The Memphis and Shelby County Division of Planning and Development's Office of Sustainability and Resilience (OSR) has partnered with 21 committed jurisdictions to create the Mid-South Community Climate Action Plan (CCAP) (2026). These plans support investment in policies, practices, and technologies that can reduce greenhouse gas emissions, create high-quality jobs, spur economic growth, and create a more equitable, healthy Mid-South community.

The CCAP builds on the work started in the Mid-South Climate Action Plan: Priority Reduction Measures (PCAP), published in 2024, by taking a more detailed look at the future of the Mid-South and analyzing additional climate action strategies under all sectors: Transportation, Electric Power, Residential & Commercial Buildings, Industrial Activities, Solid Waste & Wastewater, and Agriculture & Natural Assets.

The CCAP includes the following components:

A 2019 baseline GHG Inventory
Business-As-Usual projections through 2050
Near- (2030) and long-term (2050) GHG reduction targets
Twenty recommended measures to reduce GHG emissions
- Discussion of each measure's co-benefits and disbenefits, workforce needs, and potential impact on low-income communities
- Quantified reductions in GHG and air pollutant emissions
- Emission reduction targets for 2030 and 2050

This plan was funded by the EPA's Climate Pollution Reduction Grants (CPRG) program and are deliverables of the program's non-competitive planning grant. The grant's last deliverable will be a 2028 Status Report detailing progress made on the goals outlined in the CCAP.
