Mid-South Community Climate Action Plan 

The Mid-South Community Climate Action Plan (CCAP) is a collection of targets and recommendations that will guide the Memphis Metropolitan Statistical Area (MSA) toward a low-carbon economy, combat the adverse effects of climate change, and promote a sustainable future for the greater Memphis area.

The Memphis and Shelby County Division of Planning and Development's Office of Sustainability and Resilience (OSR) has partnered with 19 committed jurisdictions to create two plans: the Mid-South Climate Action Plan: Priority Reduction Measures (PCAP) (2024), and the Mid-South Community Climate Action Plan (CCAP) (2026). These plans support investment in policies, practices, and technologies that can reduce greenhouse gas emissions, create high-quality jobs, spur economic growth, and create a more equitable, healthy Mid-South community.

 

The CCAP replaces the PCAP, expanding on the priority reduction measures to include measures under all greenhouse gas accounting sectors. The plan also discusses greenhouse gas emissions projections and reduction targets through 2030 and 2050.

Both plans were funded by the EPA's Climate Pollution Reduction Grants (CPRG) program and are deliverables of the program's non-competitive planning grant. The grant's last deliverable will be a 2028 Status Report detailing progress made on the goals outlined in the CCAP.
