Climate Pollution Reduction Grant
In Fall 2023, the Memphis and Shelby County Office of Sustainability and resilience accepted a $ 1 million grant from the U.S. EPA to conduct climate action planning for the Mid-South region.

In 2022, the United States government passed the Inflation Reduction Act (IRA) which dedicated historical funding towards climate action throughout the country. The Climate Pollution Reduction Grants (CPRG) program, created under the IRA, was designed to provide $250 million in non-competitive planning grants, and $4.6 billion in competitive implementation grants to develop and implement plans for greenhouse gas (GHG) emission reduction projects.

Each region (State, Metropolitan Statistical Area (MSA), or Tribe or Tribal Territory) interested in a planning grant received funds to produce and submit the following deliverables:

Priority Climate Action Plan (PCAP), due March 1st, 2024

Comprehensive Climate Action Plan (CCAP), due December 2025

End of grant program Status Report, due early Fall 2027​

Where do we fit in?
In Fall 2023, the Memphis and Shelby County Office of Sustainability and Resilience (OSR) accepted $1 million in planning grant funds to produce two climate action plans and a status report throughout the planning grant period (2023-2027). ​

OSR is acting as the lead agency for the Memphis MSA under the CPRG program. Our MSA consists of eight counties in the Mid-South: Crittenden County, AR; DeSoto, Marshall, Tate, and Tunica Counties, MS; and Fayette, Shelby, and Tipton Counties, TN. At the start of the program, twenty-one local governments within the MSA committed to participating in the planning process:

Where are we now?
On February 28, 2024, OSR submitted the Mid-South Priority Climate Action Plan (PCAP) to the EPA, completing the first required deliverable. The plan includes a 2019 base year greenhouse gas inventory and five recommended priority measures to reduce greenhouse gas emissions in the MSA. The plan is now available to read and you can check it out here!

OSR has started the planning process to develop the Comprehensive Climate Action Plan (CCAP) due to EPA in December of 2025. This plan will build on the PCAP including the addition of more greenhouse gas reduction measures, near- and long-term greenhouse gas targets and projections, and expanding the greenhouse gas inventory.
